Europe experienced widespread relief on Monday, as the tension caused by the presentation of a new 28-article proposal for achieving ceasefire appeared – temporarily – to have been contained. A senior US official spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: another massive barrage of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the grim essence of the recent timeframe. By day, political struggles are waged: hopeful statements are issued from various governments. Immense energy is expended on restraining particular approaches. By night, the Kremlin clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As the offensive progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems thundered: defensive missiles targeted at a hostile projectile. This was a modern interception technology at work, probably supplied through partner states. Every launch shakes the surroundings, causing tremors. The moment of terror quickly gives way to sober acceptance: possibly the incoming missile won't hit its mark this time, preventing destruction from catastrophe and further power outages.
Persistent Threats
Following this, a large-caliber weapon engaged a drone close by, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.
Periodically, this persisted until dawn. Kyiv awoke to the morning news: several casualties, damage and heating outages in numerous residences as a result of the night's assault. As typically, everyone still continued their routines – experiencing conflict. But those entire period illustrated Ukraine's vital need on external assistance – a dependence that neighboring countries are demonstrably unable to fill in the near term.
Ineffective Peace Efforts
The comprehensive proposal from Washington generated strong feelings, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new initiative from US leadership follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They manage the tension but never actually achieve victory. This trend will, undoubtedly, endure.
Strategic Calculations
It is convenient to criticize particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership operates on a principle understood by international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The American government believes that it is unrealistic to pressure the Kremlin to surrender the territory that it already controls in Ukraine's occupied territories.
The issue is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through statements or actions, from believing that the current condition will not change more in its favour in the near future.
Opposing Positions
Therefore, Moscow is confident that duration works to their advantage – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be multiple initiatives to end hostilities, but they will carry on as long as Russia's government remains completely certain in the result.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but averting a total frontline collapse until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a armistice. Now, subjective factors are becoming relevant: personal goals to mediate resolution and secure international recognition, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unworkable, so that their focus does not shift toward internal issues. And although their mission will now be significantly challenging after latest incidents, it remains highly unlikely that this will change their overall approach.
These opposing factors are driving the talks.
Assessment and Future
It took a just a single week to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new initiatives based on established approaches are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to modify developments, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
